Anyone may attend MiraCosta College who is:
- 18 years of age or older or
- The holder of a high school diploma or equivalent or
- Currently attending high school as a freshman, sophomore, junior or senior. High school students are required to obtain a Concurrent/Dual Enrollment Permit signed by their high school principal and a parent. International students wishing to attend MiraCosta College on a F1/M1 visa must apply for admission through the International Office.
Request a Concurrent/Dual Enrollment form. Every semester that you want to be a student at MiraCosta while you are still in
high school you must submit a completed Concurrent/Dual Enrollment form.

Once you request the form you will need to wait approximately 24 hours and we will
send you a customized e-signature form that you can fill out and sign.
How: All students registering using our online system called SURF. Once your application is processed you will be sent an email that has your SURF ID number. We have several helpful tutorials on using SURF on our Tutorial page so check it out!
When: Continuing students are assigned a specific enrollment date and time based on the number of units completed (not including current semester) at MiraCosta College for continuing students. State regulations require that high school students have a lower priority than regularly admitted students.
Once a class is filled, you have the option to be placed on a wait list. While registering in SURF, you may select the wait list option for a closed class. Prior to the start of the class, a nightly process will attempt to auto register students into any available seats. Information regarding success, payment required and problems will be communicated to students via e-mail.
A permission number allows you to register in/add classes that require instructor permission such as full classes that you have wait-listed or classes that require an audition by logging into your SURF Account. Full payment is required at the time of enrollment to complete the process of adding the class.
Permission numbers do not:
- override prerequisites
- override holds, debts,
- override class conflicts, repeats
- override add deadlines or other enrollment restrictions
Permission numbers do:
- expire (use them as soon as you get them)
- apply only to the student they were assigned to (i.e. they are attached to your ID#)
Classes with insufficient enrollment will not meet. Notification to affected students will be emailed, phoned or mailed. Students are encouraged to adjust their schedules by picking alternative courses/times as soon as possible. Choices become increasingly limited toward the end of Late Registration. Instructors are not required to accept students who have missed the first week of classes. Therefore, students are urged to act quickly in substituting for canceled classes.
Students who choose not to substitute another class for a canceled class will be automatically refunded their fees.
The Family Education Rights and Privacy Act (FERPA) permits the College to release what is called “directory information”. The following items are considered by MiraCosta College offices to be “directory information”:
- Name of student
- Address of student
- Phone number of student
- Date and place of birth
- Dates of attendance at MiraCosta College
- Year of graduation from MiraCosta College
- Degree received
- Participation in officially recognized activities and sports
- Weight and height (applicable to members of athletic teams only)
- Major field of study
- Academic honors and awards received
- Previous educational institutions attended
- Registration status (full-time, half-time)
- Photograph
- Email address
This information may be used for news releases and stories about students and former students, graduation programs, honors lists and other information released to the public. In addition, employers and companies which perform background checks may verify degree, enrollment status and dates through the National Student Clearinghouse. Other requests for student information require a signed release from the student or a subpoena.
If a student does not wish any or all of the directory information indicated above to be released, please send a signed request to the Office of Admissions and Records, MiraCosta College, One Barnard Drive, Oceanside, California 92056.
Students wishing to inspect and review their education records should contact the Office of Admissions and Records (Building 3300). Access will be provided in the Admissions and Records Office at MiraCosta College, Monday through Friday, by appointment. When possible, this access will take place within ten working days of receipt by the Office of Admissions and Records of a written request, but in no case later than fifteen working days after receipt of the written request.
Students will also be provided, upon request, with copies of any educational record, as defined above, at a nominal cost paid in advance. Contact the Admissions and Records Office if you have any questions regarding the privacy act.
All student records of MiraCosta College are kept in accordance with the provisions of the Family Educational Rights and Privacy Act.
A student may request access to those campus records which personally identify the student; the student may challenge the accuracy of the record or the appropriateness of its retention in the college records. Regardless of age, student consent is needed for the release of records covered by the act to outside parties (e.g., parents, spouses, military, law enforcement, prospective employers, and federal investigators) except for those agencies entitled to access under the provisions of the act (e.g., college officials; other schools; federal, educational and auditing officers; requestors in connection with the application or receipt of financial aid).
Amendments to the act permit the college to release what is called “directory information,” provided that the student or former student has not specifically asked the college to refrain from releasing such information. Check with the Admissions and Records Office for specific directory information and notification of student rights.

Courses may be offered in either or both of the following categories:
- Courses in which all students are evaluated on a "pass/no pass" (P/NP) basis.
- Courses in which each student may elect at the time of enrollment, or before 30 percent of the class has elapsed by filing an application to the Admissions and Records Office, to take the course on a "pass-no pass" (P/NP) basis.
A student electing to be evaluated on the P/NP basis will receive both course credit and unit credit upon satisfactory completion of the course. In computing a student's grade-point average, grades of "P" and "NP" are omitted.
A passing ("P") grade is granted for performance that is equivalent to the letter grade of "C" or better. A student who fails to perform satisfactorily will be assigned a no pass (NP) grade.
The student is held responsible for all assignments and examinations required in the course. The standards of evaluation are identical for all students in the course.
- Add Class(es) with Permission Numbers (Instructions)
A permission number allows you to enroll in/add classes that require instructor permission such as full classes that you have wait-listed or classes that require an audition by logging into your SURF Account. Full payment is required at the time of enrollment to complete the process of adding the class.
- Permission numbers do not override prerequisites, holds, debts, class conflicts, repeats, add deadlines or other enrollment restrictions.
- Use your permission number by the add deadline for the class--your permission number will expire on the add deadline.
- Be sure to make payment on the same day you enroll, either on SURF with VISA, MasterCard, Discover or at Student Accounts.
- Permission numbers may only be used once by the student to whom they are issued.
MiraCosta College enforces prerequisites and corequisites during the enrollment process.
A prerequisite is a requirement which 1) is authorized by statute or regulation, 2) is necessary to protect the health and safety of students or others or 3) assures that the student will have skill or knowledge presupposed to receive at least a “C” grade in a course. Students who have not taken a mandatory prerequisite at MiraCosta College must provide transcript or other evidence that they have taken the course elsewhere. You cannot use a prerequisite determination for any other purpose. Official evaluation of course work begins with a visit to a counselor. NOTE: Even if an instructor issues a Permission Number for his/her class, no student can be officially enrolled without clearance of prerequisites.
A corequisite is a companion course to a targeted course. It teaches skills and/or knowledge without which a student is highly unlikely to pass the targeted course.
An advisory is the recommended preparation that a student is advised but not required to meet before or in conjunction with enrollment in a course or educational program. Students have the right to take a course without meeting the advisory on recommended preparation and are encouraged to do so if they feel that their education, work experience or other circumstances have prepared them.
MiraCosta College offers a timely challenge process to a student who feels s/he should be allowed to override a mandatory requisite for any of the grounds listed below [Title 5-55201(f)]:
- The student has the knowledge or ability to succeed in the course or program without meeting the prerequisite or corequisite;
- The student will be subject to undue delay in attaining the goal of his or her educational plan because the prerequisite or corequisite course has not been made reasonably available;
- The prerequisite or corequisite is either unlawfully discriminatory or is being applied in an unlawfully discriminatory manner;
- The prerequisite or corequisite has not been established in accordance with the district’s process for establishing prerequisites and corequisites;
- The prerequisite or corequisite is in violation of Title 5.
If the challenge is upheld, the student will be allowed to remain in the course or program providing a space was available when the challenge was filed. If the challenge is not upheld, the student will be removed from the class roster. Specific information concerning the challenge procedure is available in the Admissions and Records offices on both campuses as well as in the college catalog.
The Deferred Action for Childhood Arrivals (DACA) program was established by the U.S. Department of Homeland Security (DHS) in June 2012. Under this program, individuals meeting specified requirements can apply to have a deportation action deferred for two years, subject to renewal for an additional two years. Students under DACA are considered by DHS to be lawfully present in the United States during the period of deferred action.
If you are a DACA student and don't meet AB540 criteria you can still be classified as resident for purposes of assessing tuition, awarding the California College Promise Grant (formerly known as BOGW Fee Waiver), and determining eligibility for services that require California residency such as EOPS. To qualify you must meet the California law related to physical presence and the intent to make California home for other than a temporary purpose.

Some classes fill quickly. Prior to the start of the class, students have the option to be placed on a wait list for full sections. The last day students can add themselves to a wait list is the Saturday before the start of the class. Students will be auto-enrolled daily until the Sunday before the first day of classes. Information regarding success, payment required and problems will be communicated to students via email.
If not auto-enrolled, wait list students (along with all enrolled students) are required to attend the first meeting of the class. If enrolled students are not present or other students decide to withdraw from the class, the instructor may allow students from the wait list to enroll. The instructor issues those students a permission number to use for adding the class on SURF.
Students who wish to waitlist online courses should select wait list and contact the instructor via email once the class begins to inquire about possible openings.
Classes for which a student is waitlisted do not count as official enrollment and may not be used to fulfill enrollment requirements toward financial aid or verifications of enrollment.
A verification of enrollment certifies that the student is attending MiraCosta during a period of time. Verifications reflect whether or not a student is attending full time, half-time or less than half-time. Degree verifications indicate graduation and certificate information including date and major.
STUDENTS may request verifications through the Admissions and Records Office. Registration verifications may only be processed after the class has begun. Verifications may take 3-5 working days to process.
The college has contracted with the National Student Clearinghouse to provide online degree verifications to employers and background screening firms. There is a fee for this service. If a student has restricted access to Directory Information, the Clearinghouse will require certification that a signed release has been received by the requestor.
